Fork Seals

How do you know if you have a blown fork seal? I was washing my bike and noticed some “black junk” around it. It looks like dirt that has just dried but is hard to wash off and it is right near the top of where the front fork would be. I only have about 8000 miles on it and I bought it new. Thanks.
