Is This Performance Upgrade Appropriate?

A friend of a friend has a used Road King for sale and says it has a larger air flow air cleaner that the previous owner installed. If this was the only modification done, would’nt this cause engine damage if it wasn’t accompanied by a larger bore, other compensating modifications, and/or a re-calibration?
