Need help up North!! Any advice ??

Hello. my husband and I had a roommate with a card.  She had six plants in our backyard.  She found her own place in town, (a month ago) but still came over to take care of her plants.  The NSIB came to our house, handcuffed my husband and took all the plants. (my husband was here and one friend)  I know they asked for the card and my husband gave it to them.  Now my question is can she (owner of plants) get them back?  She talked to the head NSIB agent today and he said “my husband was watering the plants when they came to the house.”  Which would be illegal, right? He was actually cooking a steak in our backyard. They did not have a warrant, but still came thru  my house?????  Is this all legal?  The owner of the plants wants them back.  Is this possible?  Thanks for any help,  N CA
